The council of state is invested with the ordinary administration of government; has the superintendence of the general police; and is entrusted with the execution of the laws. The members are nominated by the sovereign; and are not limited to any particular number. The prince has no power but in conjunction with this council; in which he is always considered as personally presiding: and the power of the president is only to convoke the assembly, to propose the subject of their consideration, to collect the votes, and to decide when the voices are equal.
Штатской совет должен смотреть над управлением дел, над [с. 92] всеобщим благоустройством и наблюдением законов. Члены его определяются от Государя: число не ограничено. Власть Государя исполняют Министры сего совета, в котором они всегда числятся председателями, и Президент не имеет никакой другой власти, как только созвать собрание, предложить причину онаго, собрать голоса и объявить, равны ли или нет.
